Advancing ANARSE’s Mission for Sustainable Energy Access – The Haiti GIS Rural Electrification Masterplan

As Haiti’s National Energy Sector Regulatory Authority (ANARSE), our mission is to ensure reliable, cost-effective, and equitable electricity access for all Haitians. Addressing one of the lowest electrification rates in Latin America is central to our purpose: only one-third of Haiti’s 11.87 million residents currently enjoy reliable access to electricity.
To achieve this, ANARSE has supported the Haiti GIS Rural Electrification Masterplan, financed by the Caribbean Development Bank (CDB) and developed in collaboration with Village Infrastructure Angels(https://www.villageinfrastructure.org/) (VIA) and Illustreets(https://www.illustreets.com). This initiative builds on earlier work funded by the World Bank and Inter-American Development Bank (IDB), representing a transformative leap forward in rural electrification planning through geospatial analytics and digital solutions.
Geospatial Analysis for Targeted Electrification
The Masterplan is the result of a strategic partnership between ANARSE, the Ministry of Public Works, Transport, and Communications (MTPTC), Illustreets, and VIA. Together, they introduced technical methodologies tailored to Haiti’s unique geographic and demographic realities.
Illustreets developed the GIS platform that now forms the backbone of national energy planning. With data on over 2 million buildings, the platform enables robust data management, interactive visualization, and advanced spatial analysis.
Figure 1: Cluster analysis of settlements
This analysis distinguishes between dispersed households best served by solar home systems and denser settlements better suited to mini-grids or grid extensions.
Using algorithms such as cluster analysis, critical distance assessment, and least-cost path analysis, the team identified the most cost-effective strategies—whether through grid extension, standalone solar systems, or mini-grids—based on real-world terrain and economic feasibility.
The GIS platform also includes an interactive cost modeling tool that allows stakeholders to evaluate electrification scenarios by adjusting technical parameters and financial assumptions in real time.
Figure 2: Transformer placements and grid design
This map shows proposed locations for transformers, medium-voltage (MV) and low-voltage (LV) lines, and powerhouses. MV lines connect transformer clusters while LV lines extend to households, ensuring optimal distribution.
Building Local Capacity for Sustainability
To ensure long-term sustainability, ANARSE led an extensive local training effort in collaboration with Illustreets and VIA. Over a six-month period, 24 bilingual (French and English) workshops were delivered, each with over 20 participants. The program included comprehensive manuals and documentation to support continued use of the GIS platform.
The project also demonstrated how digital collaboration tools can overcome physical barriers. Despite external constraints, the partners maintained strong engagement and consistent progress.
Looking Ahead
The Haiti GIS Rural Electrification Masterplan lays a powerful foundation for expanding electricity access nationwide. In addition to directly supporting ANARSE’s mandate, it contributes to broader economic development and community resilience.
Looking forward, ANARSE envisions integrating the Masterplan’s geospatial tools into planning for other sectors—healthcare, education, and water management—further aligning energy policy with national development goals.
The Masterplan exemplifies ANARSE’s commitment to innovation, inclusivity, and long-term impact. Through cutting-edge technology, meaningful partnerships, and investment in local expertise, Haiti is taking decisive steps toward a brighter and more sustainable energy future.
