The State Digital Development Agency (VDAA) is continuing the second phase of the procurement—the competitive dialogue titled “Development, Implementation, Enhancement, and Maintenance of the European Digital Identity Wallet (EDIM).” As part of this process, the VDAA and the selected candidates are discussing the prepared technical specifications, as well as the terms and conditions for preparing and evaluating final proposals.

The draft technical specifications were distributed to five candidates for review and proposal submission, while the procurement commission analyzed the comments and recommendations received during the competitive dialogue to refine the technical requirements in line with market capabilities and EDIM requirements. Competitive dialogue with the candidates continues to ensure a high-quality and sustainable solution in Latvia. Interest in the project from the industry was particularly high, as evidenced by the significant number of questions and suggestions, which confirms the market’s readiness and willingness to participate in the development of the EDIM system.

In the next phase, bidders will be invited to submit technical proposals, which must also include a “Proof of Concept” for the solution. This will allow for an assessment of the candidates’ ability to practically demonstrate the quality, usability, and compliance of the proposed technological and functional solutions with the requirements specified in the procurement.
